Invalid COMM Frame ?

I came across a ID2v2.3 tag with a COMM frame within it, encoded to
UTF-16, but the the short content description field only has a single
null terminator when it should have two (because it is UTF-16). Would
people expect a tagger to accept this frame or ignore it.

Be liberal in what you accept and conservative in what you write.

IOW -- yes, accept it, but fix the thing when/if you write it back out.
